This paper, part of a series of illicit financial flows (IFFs) research studies by TrustAfrica assess the ability of proactive procurement and monitoring and evaluation as principal mechanisms that could address IFFs out of Liberia. The research shows that some of the major factors that could have influenced the high of illegal financial movements out of Liberia are the lake of proactive procurement and monitoring and evaluation activities.
