This report is submitted within the context of those Goals, and builds on the work of the International Conference on Financing for Development (Monterrey, Mexico, 2002) which called upon developing countries to mobilize their domestic resources for development. The authors also recognise the important contributions made in the Landau Report2 commissioned by President Jacques Chirac and the ‘Lula Report’3, ‘Action against Hunger and Poverty.’ As all of these reports have made amply clear, urgent steps need to be taken to prevent the flood of domestic financial resources out of the poorer countries and to protect already impoverished states from abusive tax practices.
